So I guess I don't really take the power inflation in the Boo arc seriously, but I don't take the power inflation in earlier arcs seriously either, so there's no net loss of seriousness. I think a silly story presented as serious is harder to accept than a silly story presented as silly.

For me, these signify that positions and titles play a huge role in a db "God's" legitimacy and authority. It's easy to infer that power has a big role as well, but I can't help but notice that there might be certain rules and customs on a lower ranking god interacting with a higher ranking one. Maybe Piccolo was sort of following the proper, expected protocol while being pretty taken aback after the unexpected encounter with the East Supreme Kai on Earth. Why Dragon Ball Consistency in something such as power levels matter! Power levels establish tension and drama. People who care about them well, people who care about them in a narrative don't care about the big numbers or the fancy explosions.

If you have character A who's so much above character B, who's the main character, you're gonna be left wondering how in the hell character B, the character we're supposed to care and root for, is going to escape the situation or overcome the odds. It makes us emotionally invested. If character B doesn't escape the situation in a believable way that's consistent with previous events, then that emotional investment is gone.

It was pointless tension, pointless drama made just to suck in the viewer. It has no critical value whatsoever. The audience is left believing that the author can just create whatever scenarios he wants and what happens to the characters is decided by whatever the author wants to happen, regardless of the events that happened in the story. Vegeta couldn't assess Kaioshin's Chi, Goku assumed Kaioshin and Kibito were going to be tough based on the feeling he had, and Piccolo was able to detect his Godly nature. When Goku was looking for Gohan after leaving Enma's, he immediately caught his Chi. He was actually surprised that Kaioshin and Kibito were even there. Everything pretty much points to them not being able to be sensed sans Kibito sensing Kaioshin's Chi when Piccolo was convinced he was gone.

Goku didn't make a judgment on Kaioshin's Chi. All of his statements were based on intuition. Vegeta could feel pressure coming from Whis despite being unable to gauge his power. Trunks could feel the pressure from Super Saiyan Blue Vegeta's power despite being unable to gauge. Same with Kaioshin.

Everything said about Kaioshin was based on intuition. I don't see why you need to be powered-up to actually be sensed, either. Goku could tell Piccolo had became much stronger despite lounging around on Kami's Lookout. Stop joking around!

Anyway, though Piccolo is pretty much flat-out saying Kaioshin is way stronger than him here, you could still argue that he's either mistaken or lying I guess. Theres an anime scene where piccolo checks himself when he gets in KK face regarding the training so id say he backs down more out of respect than power. Doesnt mean shin isnt more powerful though.
